In an attempt to treat vulnerable debtors appropriately without being unfair to taxpayers, the Government created the Fairness Group in 2016.

The Fairness Group then created a sub-group called the Vulnerability Sub Group, which was intended to look at how vulnerable debtors were identified and supported.

The Vulnerability Sub-Group in turn created The Vulnerability Toolkit which is intended to bring together all the industry standard tools used to support vulnerable debtors.
